1. Bill analysis fails to disclose that all real estate brokers have been bribes by Correa and Dutra to support this bill. They automatically get a lmanagement license with only 3 hours of CID management instruction instead of the thirty hours required on non-brokers.
2. The analysis fails to disclose that there there are no testing requirements for management applicants.
3. The analysis fails to disclose that this bill creates a monopoly for a small clique of existing managers who have a long history of abusing and bankrupting homeowners.

SUMMARY
This bill establishes qualifications and registration
requirements for common interest development managers.
Specifically, this bill:
1)Creates the private California Common Interest Development
Manager Registration Council for registering individuals who
meet educational and other required specified qualifications
for becoming a common interest development (CID) manager.
2)Requires applicants, in order to register with the Council, to
satisfy specified educational requirements, including
completing 30 hours of instruction related to CID management.
3)Requires 15 hours of continuing education in order to renew
registrations for three years. Permits the council to charge
applicants fees to cover its costs.
4)Establishes that violation of the bill's provisions is a
misdemeanor punishable by a fine of up to $1,000, imprisonment
in county jail for up to one year, or both.
FISCAL EFFECT
Potential non-reimbursable costs to local governments for
investigation, prosecution, and incarceration, partially offset
by fine revenues.
COMMENTS
1)Purpose . In order to perform the tasks necessary to maintain a
CID, many homeowner association boards of directors hire
professional managers. Current law does not require common
interest development managers to meet any training or
education requirements. However, there are organizations that
provide voluntary education programs. According to supporters,
the bill seeks to minimize the mistakes and harms which can
occur in CIDs by requiring managers who are hired for
compensation to receive specified training and education and
with oversight by a private council of management
professionals.
2)Prior Legislation . Last year, AB 1893 (Dutra), which in the
Assembly required state registration and certification of CID
managers, was amended in the Senate to address an unrelated
issue.
