Dear Senator Morrow:
This letter is being written to your email reply to us, a copy of which appears below.
Remember Jim Troutman?
Jim and his wife lived in your district and they met with you personally immediately after you first took office as a California assemblyman.
They begged you to help curb homeowner association fraud in your district and in their homeowner association.
You ignored scams and frauds by lawyers against them and many others in your district.
Hundreds of homeowners in your distict lost their savings, equity, homes and health. Some even lost their lives.
Guess what?
There's a national coalition now working to implement Jim Troutman's vision.
You spend all your time meeting with lobbyists and predatory lawyers who prey on homeowners, and voting for predatory laws that strip Californians of life savings, and homes. AB 555 is another predatory law being pushed through the California legislature by the homeowner association litigation industry coalition - CAI and CACM.
Isn't it about time you started meeting with homeowners and voting for what homeowners want?
You are a member of CLRC (California Law Revision Commission) and it allegedly is studying revisions to homeowner association laws (Davis Stirling Act). However, it is loaded with lawyers who have conflicts of interest just like Governor Davis's energy consultants.
The legislative representatives, you from the senate and Howard Wayne from the assembly, have consistently catered to the interests of CAI lawyers.
Even the director of CLRC, Nathaniel Sterling, has a conflict because he is part of a lawyer's group dedicated to imposing the Uniform Common Interest Ownership Act (UCIOA) on California. This is another law that strips homeowners of their rights and enriches lawyers.

Former Attorney General of California, John Van de Kamp, called Southern California, the district that Morrow represents, " The Fraud Capital of the World".
Bill Morrow is a lawyer and a former prosecutor.
Over the years he has ignored the flood of homeowner victims who called on his office for help.
Instead of doing his job as their paid representative, he has often referred victims to volunteers at American Homeowners Resource Center, without investigating the serious fraud and wrongdoing by associaton vendors.
In 1995 Morrow sponsored AB1518. This bill would have imposed homeowner associations in older developments and given association boards the power to levy dues and assessments and then fine, lien and foreclose for non-payment.
He is the Senate representative on the California Law Revision Commission.
