Summary: Association homeowners complain that Carona does not enforce certain laws in homeowners associations and works too closely with association boards, some of who also work as "volunteer policemen" and harass targeted homeowners. Carona has also ignored complaints from association homeowners and has ignored their requests to meet with with them or allow them access to the public financial budget for the volunteer police programs.. Association homeowners pay the same taxes as other homeowners but the Sheriff;s Department does not provide them with equal services. Carona's chief volunteer chaplain for his sheriff chaplaincy program is a city code enforcement worker who has had complaints filed against him for selective enforcement of city codes. When I was elected sheriff a group of men came to me and asked me to expand this program....said they knew I was a Christian ....now we have private chaplains in white shirts and cross in collars driving around with my deputies doing accidents, traumas, crime scenes and death notifications....they have opportunity to minister to my men ....another captive audience....I am so happy...I am blessed Other Information: Orange County Sheriff's office is the nation's fifth-largest sheriff's department. In sermons given in evangelical church he about having his police officers driving around with volunteer evangelists at the request of a San Clemente evangelical group. He ignored complaints of vandalism, corruption, racketeering and fruad from homeowners in Orange County homeowner associations e.g. Palacio del Mar Homeowners Association - Raymond Kunkle the president of Palacio del Mar is a volunteer in the Sheriff's Office. Homeowners filed complaints that homeowners targeted by the PDM HOA were being issued police department tickets on privately owned streets by Carona;s e voluntteer police, and false, secret police reports were being written up and recorded on the victims. At a Civil Rights Investigation several minority and immigrant parents reported that the Orange County Sheriff's department was targeting their children, photographing them and creating police records. Orange County politicians supressed further investigations. Minorities, immigrants and targets of white collar in Orange County, California report, fraudulent tickets, liens lawsuits and forecloses have stripped them of their rights to property, freedoms and jobs. About Mike Carona Fifty-two year old Sheriff Michael S. Carona (R) began his law enforcement career in the Orange County , California Marshal's Department in 1976. In 1988, he was appointed Marshal of Orange County and served at the pleasure of the Orange County Municipal and Superior Court Judges. He was elected as Orange County sheriff in 1998 and has been re-elected twice since.
