Summary: Judge James Brooks is abusive, cruel, vindictive, and disrespectful. He has a history of racism, bias and unjust rulings against minorities and immigrants. His rulings enrich lawyers, and JAMS private judges he forces some victims to use. His rulings are devastating and bankrupting for the victims. Both the victims and the media have reported Brooks conduct to the Orange County Superior Court Presiding Judge, the Orange County Appellate Court judges, and the California Supreme Court justices. Brooks forced a couple targeted, and sued fraudulently by Palacio del Mar Homeowners Association to pay $5,000 each in sanctions to Michael Kim of Peters & Freedman saying they "disobeyed" his court order. Two lawyers and the the pro-per defendant filed declarations and a copy of Brooks' own transcript which stated , "I will not issue a court order". Brooks response: "That was just talk". He threatened he would have Sheriff Michael Carona jail the homeowners if his "order was disobeyed again."
Other Information: When one of the homeowners was hospitalized Peters & Freedman lawyer Michael Kim went into court asking for sanctions against the homeowner for himself. The homeowner's lawyer filed for a protective order. Brooks ignored the lawyer's declarations and the doctors reports, threatened the homeowner with sanctions and arrest, and ordered him into his courtroom. He also ordered him to "bring your wallet".

In another case he heard the same day as the latter, he reduced sanctions against a homeowner association foreclosure lawyer Larry Rothman from $3,000. to $500. payable to Dilip Vithlani, another lawyer who was handling the lawsuit against Rothman. The Palacio del Mar homeowners discussed Brooks rulings with Vithlani that day - all agreed Brooks exhibited a racial bias. An article in the Orange County Register reported that Rothman filed 250 homeowner association foreclosures a month.
Rothman also worked in the Orange County Court as a judge pro-tem. Posted October 20, 2004
