Summary: Ex-lawmakers Larry Stirling (R) and Gray Davis (D) wrote the Davis-Stirling Act, the homeowner assocation laws that created the foreclosure floods. Later, as a judge in San Diego, he continued to promote the Davis Stirling Act, even though he said that he would never live in a homeowner association.
After retiring as judge with over $100,000 pension and full medical benefits he resumed his law career and began lobbying in Sacramento. In 2004 je was the Republican candidate to the Califorina Senate from District 39 . Enraged homeowners rallied against him. He reportedly told his Republican opponent, " I need to get these angry homeowners off my a--". He lost. He now does mediation, arbitration and practices law and lobbies lawmakers

Stirling was a reservist in the Army for 20 years. He later held various jobs - adminstrative analyst for the manager of the city of San Diego, finance manager for the San Diego Association of Governments, San Diego City councilman.
He was a California lawmaker - Assemblymember from 1980 - 1988, and then a State Senator from 1988 to 1989, when Governor George Deukmejian appointed him to the San Diego Municipal Court in 1989.
Stirling said that he asked to become a judge as he needed to put his two children through college. He moved on to become a San Diego Superior Court judge.
While he was a judge, he raised funds and attempted to run again for the California Senate in 2000 and failed (Opponent Dede Alpert (D)53.3% - Stirling (R) 39.4%).
AHRC did a video taped interview with him in his courtroom in 2000.
In 2003, Stirling retired as judge and worked as a lawyer with Garrison and McInnis , a San Diego law firm and as a lobbyist for his Sacramento based lobby firm Sacramento Advocacy.
In 2004, he lost another bid for the California Senate.(Christine Kehoe (D) 60.2% - Larry Stirling (R) 35.1%)
Stirling's wife, Linda, is a vice president of Merrill Lynch.

Larry Stirling was trounced in this election.
Because of the reports by AHRC and his connection to the Davis Stirling laws, he couldn't raise the $1,000,000 he needed to get his campaign off the gorund.
Reported quotes by him like " I need to get these damn homeowners off my back" indicate that the wrath of the homeowners was a plague he had to deal with.
In addition, according to some observers, Stirling was "arrogant, stiff, stuck up and had no message for the people of San Diego."
Will Stirling now return to his Corporate Santa job as a Sacramento lobbyist to grease the lawmakers and civil servants for more anti-homeowner laws? Homeowners plan to keep an eye on him.
Both of the architects of the infamous Davis Stirling Act (Gray Davis and Larry Stirling) are now out of legislative office.

Good news!
Larry Stirling who co-wrote the California Homeowner Association Laws - The Davis Stirling Act - in 1985 lost his bid to return to the California Senate to create more problems for homeowners.
Both Stirling and anti-homeowner Senator Bill Morrow of Orange County had advised Governor Arnold Swarzenegger on the anti-foreclosure homeowner association bill AB 2598 (Steinberg - Ducheny)

Larry Stirling is playing politics with your electricity bill.

Dear Consumer:
The Utility Consumers Action Network is a consumer advocacy group, and does not make political endorsements. For the last twenty years, my job has been to make sure that San Diegans know the facts (sometimes tough facts) about utility issues that effect us. And I'm really outraged by some recent ads coming from Larry Stirling's campaign.
And that's why I'm writing. Larry Stirling is playing games with the real facts and I think when you hear the REAL facts, you'll share my outrage. Here's the real story:
Senator Dede Alpert took the lead in bringing urgently needed rate relief to San Diegans this summer. She may be one of the true heroes in this summer's energy debacle. Meanwhile, Mr. Stirling sided with the utility corporation lobbyists and opposed giving rate payers immediate relief.
I was there and watched as Senator Dede Alpert impressively stood up to the Public Utilities Commission and numerous SDG&E/Sempra lobbyists to fight for immediate rate relief – Larry Stirling never even made an appearance.
San Diego's electricity bills would have continued to skyrocket without Senator Alpert's courage and leadership.
Personally, I resent Larry Stirling using what was a real human and economic disaster to in such a crass, partisan manner. He is trying to besmirch one of the real heroes of the summer and I think that is wrong. And it is unseemly for anyone who aspires to be representing you and I in the State Senate.
So now you know the truth behind the Senator Dede Alpert's role in solving our energy crisis – regrettably, I'm not sure that Larry Stirling ever will.

The above letter was authored by Michael Shames on October 20th and given to the Democratic Party for whatever purposes it wished to use it.
UCAN has been and continues to be a non-partisan organization. We don't endorse candidates. We don't back candidates. We don't really even engage much in politics --- we have a part-time lobbyist who is paid $750 a month to monitor goings-on in Sacramento on behalf of UCAN. But we are an expert and credible source of information for the public and its elected officials about utility-related matters. And when we helped write and supported AB265 in order to bring about quick rate relief for a devastated San Diego region, state legislators (both Democrat and Republican) supported this important legislation.
So why did we write this letter? One reason, and one reason only. Larry Stirling sought to use UCAN literature to convince voters that Senator Dede Alpert had ignored warnings about the failure of deregulation and that she had sold out San Diego in promoting AB265. We knew that to be wrong. And when Mr. Stirling used UCAN's name and literature to attack a politician who carried legislation sponsored by UCAN, we thought that was wrong. It would have been morally inappropriate for us to have remained silent.
Frankly, if Senator Alpert had made the kinds of allegations that Mr. Stirling made, I'd like have written a letter for him and the Republican Party. San Diego's energy crisis was an economic and social travesty that was caused by BOTH Democrats and Republicans. It needed to be fixed by both parties. And I feel it is inappropriate for ANY political party to make it a political partisan issue.
So I wrote the following letter in order to set the record straight. Of course, UCAN does not have the money to counter the very expensive Stirling mailer, so the Democratic Party handled the mailer.

California primary results yesterday show that Larry Stirling is the Republican nominee for the November 2004 California Senate District 39 elections.
Stirling, a lawyer, an ex-lawmaker and ex-judge wrote the Davis Stirling laws that created the flood of foreclosures and lawsuits in homeowner associations.
Association homeowners are not happy with this nomination.
