There has been an outcry about the foreclosures in the Palm Springs and Coachella Valley. AHRC and the homeowners have been exposing the theft of homes in homeowner associations for over a decade and requesting protective legislation..The local Senator Jim Battin fueled by developer monies has been ignoring victims in his district and obstructing legislation that would protect homeowners.
In 2004 Senator Ducheny and initiated a Senate hearing with the help of the Chief Consultant for the Senate Transportation and Housing Committee - Mark Stivers and introduced a bill to protect homeowners from non-judicial foreclosure. Assemblymember Darryl Steinberg also introduced an assembly bill to stop all non-judicial foreclosures by homeowner associations. A compromise bill was passed overwhelmingly by the legislature but .Governor Arnold Schwarzenegger vetoed it.
In February 2005 she introduced SB 137 (see attachments below) Governor Swarzenegger, bankers, lawyers and realtors worked behind closed to gut the bill. The bill with alot of loopholes became law in 2006. The loopholes that the political- foreclosure-real estate-litigation industries wrote in the law continue to help them flourish and create wealth for politicians, lawyers, judges, developers, bankers and realtors and homelessness and poverty for California homeowners.

Senator Ducheny has initiated a Senate hearing but the selection of experts to testify is being rigged to preclude testimony from experts who are genuinely pro-homeowner. The same rigging was done AB2289 by Assembly Member Christine Kehoe(D) to pass a bill that favors the collection and foreclosure industry.
