Summary: Congressional Candidate James Galley (R) Promises to Protect Homeowners Against Home Foreclosure Scams
California homeowners lost their property and constitutional rights when their infamous ex-governor Gray Davis' (D) and ex-legislator and Judge Larry Stirling's (R) wrote homeowner association laws - the Davis-Stirling Act.
The Davis-Stirling Act is the most deceptive and corrupt law any government could have written for its homeowners. The Davis-Stirling Act "legalized" the theft of homes and life savings in homeowner associations by special interests and politicians.
Angry taxpayers have ousted Davis from office.
On January 4, 2004 James Galley sent the following note to AHRC:
"Do you have a group of people that might want to talk about their problems under the Davis-Strling Act on video tape. If you do, contact me and I will set up a time to do filming. - Jim Galley"
Many homeowners responded and Fox 6 News - Pete Fuentes did the following award winning video report which four hundred people a day now view.:

Jim Galley - San Diego area director of California Republican Veterans Association became aware of the homeowner assocaition litigation and foreclosure problmes in 2004. He has been an active opponent of non-judicial forelcosures by homeowner associations since. He urged Republican legislators and Governor Arnold Schwarznegger to pass AB2598 in 2004. The governor vetoed the bill.

Jim Galley (R) - Candidate for the California 51st Congressional District - 2006 told an AHRC member on Saturday: "My website link to the story on San Diego Homeowner Association foreclosures gets 100 visitors a day. I am going into surgery on Tuesday and will work on the media event on homeowner association in two weeks. I am getting so many calls and emails from people needing so much from the government. The people a fed up with the policics and lack of service for the representates they now have. ".

Galley says that he still plans to get a group of homeowners together to do another story to highlight homeowner associations lawsuits and foreclosures.
His friends at AHRC wish him a speedy recovery and thank him for the time he devoted to putting the spotlight on the housing plight of Americans.
The media story on the San Diego Homeowner Association foreclosures brought together several homeowners who have published their horror stories on the AHRC website. Jim Galley helped coordinate the event when he was a candidate for the California Senate. His opponent in that race was retired and ex-California Assemblymember Judge Larry Stirling .
Stirling , Gray Davis and CAI lobbyist, Katherine Rosenberry, wrote the infamous Davis-Stirling equity stripping homeowner association laws for California.
Stirling, now a lobbyist and Rosenberry, now a San Diego law instructor, both continue to promote these homeowner association foreclosure laws. Galley reports that there has been a rift between him and Stirling since he took a stand against Davis-Striling laws that promote lawsuits and foreclosures. Galley and Stirling, both active Republicans, see each other at Republican party events.
Fox 6 and The Village News came to the 2 1/2 acre property of Sonni Bass in the gated community of Brook Hills Homeowners Associationin Fallbrook, California, to interview all the homeowners.
Homeowners reported that Peters & Freedman lawyers, Michael Kim and David Peters, - whom several of the homeowners planned to discuss at the meeting - were parked at the entrance of the gated community and were driving around. Peters was in his top of the line Mercedes Benz and made a point parking in front of the Basses property of watching the homeowners coming into the Basses home. The Basses called the Sheriff.
Fox 6 news also reported that Peters & Freedman demanded copies of all the tapings of the interview and the request was turned over to the Fox 6 news legal department. The Village News also said they were contacted by Peters & Freedman.
The homeowners at Brook Hills Homeowners Association need to get an audit done on their reserves and insurance payments. They also need to calculate the equity stripping that was done to the owners and report it to the appropriate government oversight agencies - the IRS, insurance commissioners and federal banking oversight agencies.
Homeowners Association non-profit 501(c)3 corporations were set up with tax benefits for the owners, Many are being used to front the profit making corporations of homeower association foreclosure-collection lawyers.

California primary results yesterday show that Larry Stirling is the Republican nominee for the November 2004 California Senate District 39 elections.
Stirling, a lawyer, an ex-lawmaker and ex-judge wrote the Davis Stirling laws that created the flood of foreclosures and lawsuits in homeowner associations.
Association homeowners are not happy with this nomination.
