Governor Arnold Schwarzenegger today announced the appointment of Susan Kennedy as chief of staff.

"Susan is a hands-on, action-oriented person who gets things done. She is a leader with incredible institutional knowledge about state government and a deep understanding of the public policy process. We have had incredible accomplishments throughout my administration and I look forward to working with Susan to build upon that foundation and make California once again the golden dream by the sea."

"Pat has worked tirelessly to assemble an amazing team and to guide my staff over the past two years. She has been an incredible chief of staff and I want to thank her for her service and dedication to not only my administration, but also to the people of California."

Kennedy has served on the California Public Utilities Commission since 2003, where she focused on regulatory consistency and broadband, infrastructure investment and promoting economic development. In addition, she has been a member of the California Bay-Delta Authority, the statewide body responsible for overseeing the restoration of the San Francisco Bay Delta ecosystem to increase storage, promote efficiency and protect California's extensive levee system since 2003. Previously, Kennedy served as cabinet secretary and deputy chief of staff for Governor Gray Davis where she was principal liaison to the cabinet and state agencies, departments, boards and commissions. Prior to joining the Davis Administration, Kennedy served as communications director for U.S. Senator Dianne Feinstein.

"I am honored Governor Schwarzenegger has asked me to join him as he works to rebuild California," said Kennedy. "We have a tremendous opportunity to get past party lines and move California forward. I have come to know this man. I believe in him and where he wants to take this state. I look forward to using my experience and knowledge to work alongside the Governor to get the job done."

Ignoring party labels has been a hallmark of the Schwarzenegger administration. The Governor's cabinet and staff include more high-profile Republicans, Democrats and Independents than any administration in recent memory.

Kennedy, 45, of Marin County, attended San Francisco State University. This position does not require Senate confirmation and the compensation is $131, 412. Kennedy is a Democrat. She will assume this position on January 1, 2006.

Governor Schwarzenegger Issues Statement on Lawsuit Filed by California Against Sempra Energy

Governor Arnold Schwarzenegger today issued the following statement as the California Attorney General filed a lawsuit alleging fraud by Sempra Energy:

"California ratepayers have suffered from over-priced electricity contracts since the energy crisis of 2000 and 2001, and I believe they deserve justice. My administration, working with a coalition of state and private parties, has successfully secured more than $3.21 billion in refund settlements from companies who violated state and federal laws and caused California ratepayers severe economic hardship.

"For months, my administration has been involved in intensive negotiations with Sempra Energy and other parties in an effort to lower costs, compensate ratepayers and resolve ongoing disputes.

"My position has always been that the Attorney General's Office has legitimate claims to pursue in this case and that if a comprehensive settlement could not be reached, the State of California would take its case to court on behalf of the ratepayers.

"We must pursue all legitimate claims against those who unfairly profited at our expense. We must also work to make sure that California never finds itself in a position to be taken advantage of again."

  Governor Arnold Schwarzenegger today announced the following appointments:

Robert Brown, 40, of Elk Grove, has been appointed to the Contractors' State License Board. He is the director of corporate affairs for the California State Automobile Association (AAA). Since joining AAA in 1999, Brown has served as media relations manager and senior manager for governmental affairs. He was previously assistant secretary and deputy director for communications and education at the State and Consumer Services Agency from 1994 to 1999. This position requires Senate confirmation and the compensation is $100 per diem. Brown is a Republican.


Vincent Brown, 53, of Sacramento, has been appointed senior advisor to the director for the Department of Finance. He has served as chief operating officer for the Office of the State Controller since 2003. Brown previously was deputy executive officer for operations and assistant executive officer for financial services at the California Public Employees' Retirement System from 1995 to 2003. He was also chief of administrative services and assistant program budget manager for the Department of Finance from 1993 to 1995. This position does not require Senate confirmation and the compensation is $123,000. Brown is registered Democrat.


Gordonna Di Giorgio, 58, of Novato, has been appointed to the Board of Behavioral Sciences. A full-time mother, she has also dedicated herself to mentoring and counseling women in a program of recovery from alcohol and drug addiction. Di Giorgio previously was an operations manager with Shearson American Express in San Francisco and Palm Springs. This position requires Senate confirmation and the compensation is $100 per diem. Di Giorgio is a Republican.


Cuauhtemoc Gonzalez, 25, of Sacramento, has been appointed tribal outreach staff assistant for the Governor's Office of Planning and Research. He has served as museum community liaison and planning assistant for the Department of Parks and Recreation and the Center for Collaborative Policy at California State University, Sacramento. Gonzalez is also the public information officer for the Miwok Tribe of the El Dorado Rancheria and a member of the board of Traditional Cultural Protection and Advancement. This position does not require Senate confirmation and the compensation is $40,000. Gonzalez is a Democrat.


Jonathan Harris, 35, of Costa Mesa, has been appointed administrative assistant to vice chairman Claude Parrish of the Board of Equalization. He most recently served as the finance coordinator and campaign field director for the Michigan Republican Senate Campaign Committee and as campaign coordinator for Lynette Boggs McDonald for Congress. Harris was previously the Las Vegas area manager for Expo Logistics and national account executive for Exhibit City News. This position does not require Senate confirmation and the compensation is $63,480. Harris is a Republican.


Franklin Marr, 56, of Sacramento, has been appointed labor relations officer for the Department of Personnel Administration. He has served the State of California for over 30 years and has been personnel program advisor for the Labor Relations Division of the Department since 1989. Marr has also served as assistant personnel officer with the Department of Forestry and Fire Protection and staff services manager for the Department of Personnel Administration. This position does not require Senate confirmation and the compensation is $83,964. Marr is a Republican.


James Miller, 52, of Moreno Valley, has been appointed to the Contractors' State License Board. He has served as the director of building and safety for the County of Riverside since 2002. Miller previously was the development services director for the City of Murrieta from 1997 to 2002, regional office manager for the City of Riverside from 1994 to 1997, a building official with the City of Pomona from 1991 to 1994 and district manager and building inspector for Riverside County from 1984 to 1991. This position requires Senate confirmation and the compensation is $100 per diem. Miller is registered decline-to-state.


Ian Russ, Ph.D., 54, of Sherman Oaks, has been appointed to the Board of Behavioral Sciences. He has been in private practice as a marriage, family and child therapist since 1976 and is a mental health consultant for Stephen S. Wise Temple Day Schools. Russ served as a child development consultant for Bruin Kids and as a visiting professor of psychology at the University of Judaism. He is on the faculty of the National College of Juvenile and Family Law and The California Center for Judicial Education and Research. This position requires Senate confirmation and the compensation is $100 per diem. Russ is a Democrat.


Dennis Trinidad, 62, of Lincoln, has been appointed small business advocate for the Governor's Office of Planning and Research. He has served as a real estate and project management consultant with Trinidad Development Services since 2004. Trinidad previously was chief executive officer and president of the Sacramento Hispanic Chamber of Commerce and the Sacramento Business Service Center from 1999 to 2004. He was an executive with Pacific Gas & Electric Company for over 30 years, concluding his tenure as a district manager in 1998. This position does not require Senate confirmation and the compensation is $70,000. Trinidad is a Republican.

LOS ALAMITOS -- Gov. Arnold Schwarzenegger met privately with a small group of military families at the Joint Forces Training Base here Saturday, telling them that they are as important as those serving overseas.

Before addressing the troops gathered for Soldier Appreciation Day, Schwarzenegger met the families for about 20 minutes, signing autographs, posing for pictures and briefly chatting with them.

"I believe very strongly this is a team effort," he said. "You never can do it -- No matter what you do, if you're in the entertainment business or if you're in law enforcement or if you're in the military, it makes no difference what you do, if you don't have the family support, that's the strongest support that you can have. If you don't have that, you don't have anything."

Schwarzenegger then offered to pose for snapshots, joking, "make sure that everyone has makeup on," and getting a laugh.

One of the soldiers who was most excited to meet Schwarzenegger was Sgt. Major David McFerrin of the California Army National Guard. He gave the governor one of his military coins, a practice among the military to show
mutual respect. Schwarzenegger responded, giving McFerrin his own coin, which had the state seal on one side and his signature on the other.

"I coined him first but I did not know he was going to do that, not a clue," McFerrin said.

"You could die today, you know that," said his friend, Donald Fox, a retired master sergeant with the Army National Guard.

"It's an impact award for immediate excellence, it doesn't have to go through a bureaucracy," Fox said.

Also excited was 11-year-old Aaron Talbot, who got Schwarzenegger's autograph on a camoflage cap given to him by his father, Capt. Michael Talbot of the Army National Guard, who is serving in Iraq.

"He's been bouncing off the walls since last night," said Jody Talbot, Aaron's mother. "He's very excited. He wanted to meet the Terminator, the Governator."

He is the chief executive officer of DLS Computer Consultants, Inc and a retired captain in the United States Marine Corps. This position does not require Senate confirmation and there is no salary. De Los Santos is a Republican.

Steven Merrill, 63, of San Francisco, has been appointed to the Tahoe Regional Planning Agency. He is the general partner of Merco Ventures, an investment firm. Eunice David, 77, of Los Angles, has been appointed to the California Arts Council. She has served as president of the Los Angeles County Music and Performing Arts Commission and as a member of the board for several organizations including the Los Angeles Music Center and UNICEF, Los Angeles. This position requires Senate confirmation and the compensation is $100 per diem. David is a Republican.

Jehan Flagg, 43, of Elk Grove, has been appointed deputy director, communications at the Department of Industrial Relations. She has owned and operated Flagg Communications Group since 2000. This position does not require Senate confirmation and the compensation is $91,000. Flagg is registered decline-to-state.

Jeannie Gillen, 55, of Twin Oaks, has been appointed to the Recreational Trails Committee.
