Majorie Murray has been lobbying in the California legislature for various interests and mining homeowners groups for paid memberships to her lobby business. In 2005 Majorie Murray began lobbying under the name of CARA - California Alliance for Retired Americans a 501(c) (4) Federal tax exempt group. She advertised she had applied for a 501(c)(3). In 2006 she advertised to homeowners she was setting up an education and referral business.

In 2001 Majorie Murray is President of Sentinel Fair Housing, a 501(c)3 non-profit organization near Oakland, California. It's funding comes from government block grants. The organization's IRS filing states that the organization has not attempted to influence national, state, or local legislation, including any attempt to influence public opinion on a legislative matter or referendum.
In 2003 , Murray lobbied in closed door meetings with industry lobbyists for AB2289, Karen Rasch a volunteer lobbyist for AARP as homeowner "stakeholders." calling themselves "Bill of Rights Coalition", a new name she coined for using the "Bill of Rights" from the AHRC website. Homeowners, the majority stake holders, of this legislation were denied information and input at these closed door discussions.
Since 1992 California Homeowners have been compiling ideas for a "Homeowner Bill of Rights" and posting them on AHRC. When Ms Murray decided to become a Sacramento lobbyst she looked around for organizations to lobby fhrough, and issues she could use to build up her lobby business and raise money.
She called AHRC before making her first first appearance before a CLRC meeting that included homeowner associations on the agenda and asked if she could speak on behalf of AHRC and use the Homeowner Bill of Rights on the AHRC website.
Calling herself "Bill of Rights Coalition" she told the CLRC panel homeowners needed a " Homeowner BIll of Rights" and presented it as a new idea from herself "The Bill of Rights Coalition".
Homeowners complaints Ms. Murray include: back room dealings with lobbyists and politicians beholden to special interests, industry and lobbyists funding and support, and taking existing information from historical sources and pretending she is the source, and misleading references to herself to homeowners, victims and the media that she is the " California homeowners legisltaive advocate", whitholding public information for advocates and homeowners to gain personal lobbying advantage. Legislative consultants who only consult industry "expert" sources to do their government reports e.g. California Research Bureay , use Ms. Murray as the pro-homeowner source as falsely attribute the information she has taken from others as the originator and source of information.
After the AB2289 passed both its author Assemblymember Christine Kehoe and Murray , as lobbyist for California Congress of Seniors, flooded the media with press releases that said that AB 2289 was a "good bill" for homeowners.

In 2004 Murray, who still is president of Sentinel Fair Housing, is listed as lobbyist for Congress of Seniors on the February 17, 2004 California Senate Housing Committee Hearings on Homeowner Associations. Stephen Cogswell, the associate director of Sentinel Fair Housing is also on the panel to testify for Sentinel Fair Housing.
In 2005 Majorie Murray began lobbying under the name of CARA - California Alliance for Retired Americans a 501(c) (4) Federal tax exmpt group. They also set up CARA Education Fund and applied for a 501(c)(3).

I do not want lawyers and lobbyists wheeling and dealing behind closed door, creating laws or voting against laws my behalf.
Majorie Murray now tells California lawmakers she is lobbyist for AARP, Grey Panthers, Signal Hill Resolution Center, a few other lobby names and the 4 MILLION CALIFORNIA SENIORS.
The people she claims that she represents have neither heard of her nor authorized her to represent them .
In 2001 Murray discovered the strong advocacy network, fished them for stories and information, stamped her signature on information they compiled e.g. "Homeowner Bill of Rights", and now "represents" everyone...
Here's one of the earliest emails she wrote to homeowner advocates.
Murray has fallen out of favor with California homeowner advocates because of her behind closed door, private dealings with lobbyists, industry representatives, and lawmakers bartering for bills on behalf of the foreclosure industry.
Several lawmakers who were selling out homeowners interest to the industry (e.g. Senator Bill Morrow, Senator Jim Battin, Senator Ducheny, Senator Jackie Speier, Assemblymember Gene Mullin, Assemblymember Laird) have been referring media and homeowners to Murray rather than the long term veteral advocates to deflect criticism and to cover up their their bias for the foreclosure industry and failure to protect California homeowners.
