Sorry to have confused you. :-(
Judge Kennedy did indeed leave my Colorado county (Teller) but he isn't leaving the bench. He is returning to an El Paso county bench (which borders Teller) from whence he came.
Teller county is too small to warrant a full-time judge. So El Paso county kinda "loans" us one of their's for a specific period of time. Each judge in El Paso county must take part in that "loan" process on a specified rotation basis.
Whether or not Judge Kennedy's "loan" period was up when he returned to his El Paso county bench is unknown to me.

If Colorado is an example of other states, I think the remedy (removal from the bench) would be quite difficult. For example, our judges are initially appointed. Then, every six years on the bench after that, they must stand for election. So, if they turn out to be a "bad" ("good ol' boy") judge that was appointed, informed voters just have to put up with him (or her) for the first six years. After that, they can try to vote him off the bench.
Problem is that most voters have no idea who their judges are, and there is very little readily available information about any of them. So, what most voters appear to do is just mark their ballots "yes" on every judge who comes up for election. But what those voters don't realize is that they are keeping "bad" judges on the bench until they choose to retire -- which can be many, many years. :-(

I am confused. The lead to the article says the judge is leaving, but the rest of the article says differently.
Hopefully, ALL THE JUDGES involved in these fraudulent cases will electively step down or be forced to. What about the judges who are being lied to by those they trust (friends, attorneys, etc.) and don't know about it? What is the remedy in these cases? Is there a way to, or is there list the judges from across the country who have ever made a decision in a homeowner, condo owner, townhouse owner, common interest development case?
