I fail to comprehend why the only response to the issue I outlined was one deriding my daughter for failing to read the H.O. CC&Rs. In point of fact, the CC&Rs do not track from one page to the next and the signature page (signed on behalf of the corporation) bears a date 18 months beyond the county date stamped on page 1.
I have never heard of being able to file an unsigned legal document and then having it signed 18 months later. If this did not happen, then there have to be other pages that have been substituted for an original CC&R filing.
In conclusion, something still stinks in Denmark.

Did your daughter not read the CC&Rs (the HOA documents) before she bought the land? It's not uncommon in Colorado for "raw land" in an HOA to have that restriction.
However, if your daughter were to begin building right away, she might be able to live in the trailer while she's building. Methinks she should read her HOA's documents very carefully before she spends any more money.
