Summary: Trial lawyer and former California Speaker of the House. Gray Davis and Larry Stirling , as California State representatives who worked with Willie Brown to write the California Homeowner Association laws. The Davis Stirling Act created the litigation floods - a boom for lawyers and judges and courts. The laws allowed homeowner association lawyers to milk state mandated multi-million dollar builder and homeowner association insurance policies, billions in homeowner association reserves, and the home equity, earnings and assets of homeowners. Lawyers have no caps of the fees they can charge and routinely haul homeowners into courts under the guise of homeowner rules "violations" to take their homes for lawyers, judges and court fees. Lawyers can also take homes of the homeowners using non-judicial foreclosure - foreclosure with no due process, when homeowners miss paying a few hundred dollars in maintenance dues.
