Summary: Ex-lawmakers Larry Stirling (R) and Gray Davis (D) wrote the Davis-Stirling Act, the homeowner assocation laws that created the foreclosure floods. After retiring as judge with over $100,000 pension and full medical benefits he resumed his law career and began lobbying in Sacramento. In 2004 je was the Republican candidate to the Califorina Senate from District 39 . Enraged homeowners rallied against him.
