Homeowner association managers Melinda Masson, Diane Fullerton (bankrupt,and facing bank fraud charges in Federal Court in Orange County, California) and Jan Hickenbottom(she wrote a condo Q & A column in the Los Angeles Times) started CACM with financing from CAI collection and construction defect lawyers.

Masson trained her managers to collect fines by applying the dues homeowners sent to pay fines. They could then make homeowners appear to be delinquent in dues and use the non-judicial lien foreclosure laws of California to foreclose on them.

Masson worked hard to promoting AB1545, a bill to put assessment liens before the first trust deed. An employee of Masson said that Masson had all the employees come in on a Saturday to write personal letters to legislators pressing for its passage. The employee wrote the letter and instead of mailing it, put destroyed it. She said she hated the practices of Merit and left company to go to law school.

Masson also worked the lawmakers for the passage of AB555. She sent in support letters written with letterheads of various homeowner associations. The homeowners in these associations were unaware of this.
