It puzzles me how your association can legally function without a board of directors. Who is in charge? By what authority are they acting?

Check on the criteria for a restraining order in your state. In California it is pretty strict, e.g., one must prove they have "been emotionally harmed to the point that no person could reasonably stand it" Most don't come close to meeting this standard. If your state has similiar laws, get going to a psychologist to back up your emotional duress,and get an order against them to leave you alone!

You state you are being fined.
Did your HOA follow due process spelled out in Arizona Revised Statute 33-1803 before fining you?
If not, you can file for a hearing with the Arizona Office of Administrative Hearings - actually you can file with them if your HOA did not follow any of the Arizona statutes or their own CC&Rs.
