The FBI should investigate the UBS Bank in Zurich. Every dollar Lester Wilkins left me for research in property rights etc vanished in the hands of the UBS Executive Director from Zurich who flew to Lester's Home in Laguna Woods, California to have him sign a Power of Attorney over to him...
He swore he set up a trust fund with Lester's Power of Attorney but no papers were ever found by UBS staff and the money left us to help save homes vanished with him. I am still in deep shock a world wide bank can let a bank director hide a trust fund with no explanation or help etc...
Every one be aware some banks cannot be trusted with a bank trust.
Older, but wiser and sad...

I agree that city/town/state agencies became greedy for increased tax and other revenue and have played a huge part in what condominium developments are now experiencing. It now seems, in my case, that agencies are covering for one another and no one will own up to any of the discrepencies.
Until today, and I have been seeking and documenting shortfalls in my development for 1+yr, it had never occurred to me to check records for the actual permits allowing this division. I will now look into the zoning ordinances and building permits pulled. If I can find anything that is Hud related perhaps I can find a government official at least willing to take a look. I have already approached the Atty. General and been turned down twice, once alone and once with other owners.
I know that what I have discovered is unethical and most likely fraudulent. If I can get a bit more information perhaps I can find a judicial resolution. Thanks for your opinions. It really helps to know that someone listens.

Re: Comment # 4 - Username withheld, Arizona:
I look to find information on AHRC, not cynicism, attacks on good people donating time helping others, and grumbling.
While some of what you say is true, cut out insulting and belittling the intelligence of the millions of voters taking time to learn about candidates so they can cast their votes for people they hope will be good leaders:"However, electing a new president will not, as many believe, cure what ails this country at the present time since it has literally been years in the making.

'Are there any government agencies looking into the frauds and deceptions the builders and developers caused?' Since the builders and developers had to seek city zoning and/or state approval for these condos and developments, yet the city/state did not review these 'charters' prior or even after approval or the first lot was sold, would still maintain that the actual 'guilty party' in what occurred in your condo development was due to lack of adequate 'regulation' or 'oversight' by the city/state in this builder's shell game. He most likely got a density bonus from the city/state for selling these condos, transferred the costs of the city hookups and such to the new or prospective owners in order that his profit margins would be larger, all with the city/state's implied consent (and even now 'mandated' terms for zoning approval).
The state allowed it, and now even 'mandates' it in their greed for growth and tax revenue (sales, property, gas, income, etc.) whatever the cost. Suing the developer might get you temporary relief, and most likely will make a great deal for the lawyers but not solve the problem at all in what occurred in your development so that it does not happen to others.
It is fairly well known that the city/state/developers together created these monsters, and to whom any complaints and/or redress involved should be directed. So far they have been quite deaf.

"Target and expose and work with the public and others to remove the people causing the problem. That's what many are doing during these important elections" Agree, removing and exposing those in office who have blantantly breached their oaths of office in violating the public trust is one step, and this election with what is now going on in this country is important. However, electing a new president will not, as many believe, cure what ails this country at the present time since it has literally been years in the making.
Corporatism grew with the Supreme Court's help, and also Congresses, and the Democratic and Republican agendas. And most Americans now are listening to candidate's positions via CNN and/or FOX rather than actually checking their voting records, since it is well known that candidates will say anything and everything to get elected (look at Bush and his promises). As it stands now, these current candidates messages change depending upon which state, and which audience is listening.
Monumental changes in campaign election financing laws and procedures, and effective legislation and oversight in the breeches between the branches of government in the political 'conflicts of interest' that continue to occur due to effective legislation and oversight, and challenging the over 80% now of federal and state statutes which are unconstitutional according to our still existing 'law of the land,' may just eventually turn this country around.
And I hope if I don't live long enough to see it, at least my children will.

Are there any government agencies looking into the frauds and deceptions the builders and developers caused?
I live in MA and own a condo. The condo was a conversion and the declarant scammed all of us. Not only did he artificially deflate the condo fees for years, he left us with major structural defects and a huge deficit. Our fees have gone up 2 to 3 times the original in the past 12 months and we already have another extra assessment payment due in April.
Most owners are first time buyers and were offered 0% down/ 2 mortgages/adjustable at 3 years. About 10% of the units have forclosed or are in the foreclosure process in the past 6 months.
Who is addressing these issues? Some of us have been innocently duped!

"Success of association solely depends upon active participations of their members interaction for the growth of community. And I feel it shall make the difference."
And while I can appreciate this sentiment in some respects, unfortunately, the success of these associations were doomed to failure from the outset in the manner in which they were structured, and how they have now been legislated the past 10-15 years.
Active participation has been tried by many, however, without any effective regulation or oversight, and with for-profit professionals involved and additional statutes passed which have actually changed and removed adequate protections for the owners in these communities, there really is no self-goverment at all. They are being 'governed' by the state and the several large for-profit trade associations, by and large, the CAI, and Associations of Realtors and Managers, for their mutual benefits, and not really the individual property owners benefits at all.
Commissions, corporate shifting of liability costs, excess profits and taxation are behind this scheme, and no amount of 'participation' within the community will change those laws which have resulted in owner after owner losing their homes and equity as they have increasingly each and every year since the various trade groups got actively involved in becoming almost exclusively PAC organizations, rather than purely professional associations sharing industry concerns and advertising costs.

"It is expressed with deep sense of gratitude to FBI to look into the affairs as reported by CNN as I feel. It is a matter of regret that for one reason or other we have landed up in this unfortunate plight for which lot of families have been put in embrassing positions due to foreclosures and credit mess which I feel could have been averted."
Yes, it is quite apparent at this point that the foreclosure and credit mess could quite easily have been averted. If our governmental officials had been more concerned about protecting the citizenry and regulating these huge banking concerns, which have increasingly been upping the ante in both their loan terms and documents, and their foreclosure activities. The revision of the bankruptcy code after the UCC laws were unconstitutionally and unlawfully passed throughout this country simply put the nail on the head of the coffin for many long time and new homebuyers in this free falling economy. The jobless rate and statistics only measure those individuals collecting unemployment insurance, not all those made homeless now by what has occurred due to progressive Constitutional abridgements in protecting the AMERICAN citizens lives, property and livelihoods, not protecting global interests and the banking cartel.
Hope those FBI investigations also start focusing on these foreclosures that are occuring 'under color of law' without any due process protections in those states which have allowed, either in the loan docs or by statute, non-judicial or non-jury foreclosures in some of these now contractual disputes.
Legislation addressing the complexity of these documents, and providing for straight interest loans with adequate protections in the event of defaults of at least judicial review and redress, if not the Constitutionally proscribed 'right to trial by jury' if requested, and/or additional regulation and oversight of both the Fed, and the large national/global banking chains would be a start, rather than feeding their campaign contributions and personal business interests. It is, after all, the American people who put them in office, and whose welfare they should be most concerned, and our elected officials appear to be in 'breach' of their contract with the American people - the U.S. and their state's constitutions in many of these non-judicial property thefts.
It could have been averted - if our statesmen had been ethically doing their jobs for the last 75 years.

I trust it may bring GOOD for the days to come.
However I am also of the opinion and strongly suggested that in my opinion Attorney general office/IRS/FTB may also look similar cases within their scope about concerns and affirs time to time on random basis in the manner deem fit to be read in context of CA State as I am not conversant with other states and their HOA applicable laws lest it is too late as in case of housing mortgage /credit mess etc as seen and in case they feel are in public interest may be exposed in case of any findings so that no one dares to indulge in such wrong doing activities in future if any.
But we must not forget as I feel change for betterment is bound to come leaps and bounds.Success of association solely depends upon active participations of their members interaction for the growth of community. And I feel it shall make the difference.
It is to put on record that the affairs and concerns have ample room for improvement and I also feel that it is high time that the GOVT agencies may also get involved into in Public interest. Erring concerned if any for one reason or other have failed to discharge their fiduciary duties in the interest of community and it is no longer as I feel civil isolated matter between two parties involved but has become in my opinion deep rooted concerns based upon the writings from time to time in these columns.
I would like to extend special thanks to CNN and AHRC and like minded media who have left no stones unturned to focus the issues to avoid reoccurrences in the interest of all concerned.
It is in the best interest for all to get involved in the affairs of the self-governed Homeowner Association community and others in my opinion lest it becomes another nightmare for humanities in due course to be read in letter and spirit based upon writings .
It is felt that with the involvement of media may also draw attention of State and Federal agencies about the plight and hardships of Homeowners wherever applicable if any and may result in the corrective steps accordingly.
Needless to mention if the Govt agencies /media may come forward from time to time the progress made or in nutshell feedback.
With kindest regards,
