One thing that we should remember that whether it is assessment or dues they are mailed to the owners.
Where fraud is committed whether it be voting fraud or other types of fraud we need to contact Postal inspectors to see if we can nail these people who commit this fraud for mail fraud under Federal laws which would mean prison terms in the Federal penitentiary.

For the State of Washington Please refer to Decision by the Court of Appeals of Washington Division 2 on May 19, 2000 where the construction of a road was ruled invalid because 100% of owners did not consent in writing to building of road and road was an increase in requirements or burdens.
Changes in Bylaws voting is certainly an increase in requirements or burdens and these changes also violate existing State laws and Court decisions.
Everyone need to read their Declaration of Rights, Reservations, Restrictions and Covenants especially last paragraph. Please refer to last several paragraphs in article Anti Condo and Homeowner legislation (not copy of Committee proposal for which nothing is being done and follows article) under www.washington.ahrc.com where this subject is discussed.
We need to get a extremely good class action lawyer to take the Boards of Directors and their attorneys, the CAI, the Realtors Pac and the legislators involved to the cleaners.
