1. Maintaining a consistent look throughout the complex.  
  Basically this is a consistency problem, if the owner "Owns" the windows and their replacement, just as they do in ours, then I don't think the HOA can legally force them to change them out assuming they are not damaged.

On the same note it is important to use one contractor or at minimum a very small number of them so a consistent look can be maintained through the complex.

We had an issue early on where we just speced the window and let owners shop for their own installer, the borders of the windows were never consistent one to the next, so it looked rather odd.

In that respect I would back a board decision to use a single vendor or a very minimal pool of them who are all using the same specs and the same installation methods.
