ALERT ALERT ALERT ALERT
Just got word that Gov. Owens may be thinking about vetoing Senate Bill 100 (increased protection for HOA/CIC homeowners).
Looks like we gotta get our dialing and keyboard fingers moving one last time. This time to Gov. Owens. Tell him WE DO NOT WANT HIM TO VETO SENATE BILL 100 !!!

UPDATE
The Legislative Council librarian says that they will be finishing the paperwork - including the Journal which will show the full Senate's final vote, and the final version of the bill , etc, in the next few days.
When the above updated information appears on the Colorado Legislature web site, I will post it here.

Below is the most up-to-date info about Senate Bill 100. As you will note, it has now PASSED IN BOTH THE HOUSE AND THE sENATE !!!!! That means, as far as I know, that it is NOW ON ITS WAY TO THE GOVERNOR !!!!
CONGRATULATIONS TO EVERYONE WHO ENCOURAGED OUR LEGISLATORS TO PASS THIS BILL !!!!!
YOU DID IT !!!!! ALL OF YOU DID IT !!!!!

This Bill is extremely important to homeowners. I have been in an association for two years now and it is unbelievable the trivial things the association attends to and the larger items go unoticed. House Bill 100 states that an HOA will not be able to regulate the displaying of the US flag.
I am curious if anyone knows if this means "displaying" the flag or "manner of display" ie; flag poles vs on the house?
I have petitioned the HOA twice to put in a 16' retractable flag pole and been denied twice. It conforms to the rules and yet they have turned it down.

Many readers (both here and on the Colorado Homeowner Association News forum have asked me why Senate Bill 100 is being continuously delayed. The answer appears to be that the Colorado legislature has too many bills pending before the scheduled end of this legislative session on May 11th (see below).

Lawmakers see chance to adjourn early slipping away

DENVER (AP) -- Chances the Legislature will adjourn early this year are slipping away after a flurry of new bills were introduced as the session moves into the home stretch for adjournment next week.
Since April 12, Republicans and Democrats in the House and Senate have introduced 49 bills as they head toward adjournment on May 11, including a 28-page, complex plan (Senate Bill 237) that would provide a $15 million medical subsidy for small businesses that lawmakers say could tie up debate.
Lawmakers are also still trying to come up with a plan to spend $100 million a year for bonds to fix roads and other projects if voters approve the budget fix in November.
Senate President Joan Fitz-Gerald, D-Golden, said she won't allow the Senate to give short shrift to the remaining bills on the calendar. She said senators will stay as long as it takes to get their work done.
Fitz-Gerald said her goal that the Legislature adjourn on Friday is still possible, though less likely.
"It's something to strive for," she said.
House Minority Leader Joe Stengel, R-Littleton, last week urged the House and Senate to save taxpayers $90,000 and go home early.
"I said we could adjourn early if we didn't have a bunch of late bills. I think the remaining bills will have a brief, cursory hearing, which will hurt the debate," Stengel said.
Fitz-Gerald said Democrats did a better job curtailing late bills than their predecessors. According to the Office of Legislative Legal Services, House Speaker Andrew Romanoff, D-Denver, has allowed 49 late bills this year, compared to 148 last year when Republicans controlled both the House and the Senate. The Senate has allowed 51 late bills this year, compared with 87 last year.
Other bills scheduled this week:
- The House Health & Human Services Committee will hear testimony Monday on Senate Bill 207 imposing a statewide ban on smoking in restaurants. Supporters said some restaurant workers are wrongly forced to choose between their health and their jobs because of second-hand smoke. Republicans said there was no evidence that has occurred.
- The House Judiciary Committee on Thursday takes up House Concurrent Resolution 1002, calling for a voter-approved ban on gay marriage. Rep. Kevin Lundberg, R-Berthoud, said protecting traditional marriage is the "most significant domestic issue of the decade." Last year, Lundberg failed to get a majority of members in the Republican-controlled House to back GOP Rep. Marilyn Musgrave's proposed gay marriage amendment to the U.S. Constitution.
