HOA's are doomed to failure (1) If you have a bad HOA then no amount of government regulation will save you. The whole Davis Sterling Act - which has grown throughout time - is an attempt to protect homeowners from zealous HOA's. As one who has read the ENTIRE Davis-Sterling Act in it's entirety, it is one major expense to the HOA which all THE OWNERS HAVE TO PAY FOR! (2) If you have a GOOD HOA then there is so much government regulation that prevents you from KEEPING THE PROPERTY MAINTAINED. Projects that could be done in a couple of weeks is now starting to take a couple of months.
Financially responsible HOA's know that legal bills ARE A TOTAL WASTE OF MONEY. All - or as much as practical - of the HOA monies should BE SPENT MAINTAINING AND PROTECTING THE PROPERTY. Expect HOA's to incur future legal bills detracting from property upkeep.
I believe that your typical California Condominium complex in the 15 to 20 year old age is looking at special assessments of $10K+ per unit.
Also, make sure YOU GO TO YOUR BOARD MEETINGS!
