Document, document, document, and tape all phone messages and conversations.
Buy a video camera with sound (make sure it has a date and time feature) and USE IT.
If you can, put up a no trespassing sign on your property (make sure you get a picture of the sign up on the property). Just make sure this doesn't violate the CC&Rs....or be willing to pay the fines.)
Go to the district attorney to find out what the laws are, including those for harassment.
Every time he does something illegal go to the police and report it, no matter what time of day.
At some point you should have enough complaints to get an Order Of Protection against him.
And don't forget to practice shooting and get comfortable with your guns! (During your practice sessions put his picture on a target - try using a stuffed animal.) The idea here is to not shoot him, but to let him see that you are confident and would not be nervous about it or afraid to do it.
Bullies do back down when confronted, so stand your ground and be active about protecting yourself.
