FBI REQUESTS INFORMATION ON HOMEOWNER ASSOCIATION CRIMES IN CALIFORNIA
Homeowners Asked to Submit Information

| San Francisco, California - The San Francisco office of the FBI is asking anybody who has information regarding crimes in homeowner associations in California, to submit that information directly to them. The address is:

As the FBI does not handle civil matters, all submitted information must deal with criminal offenses. Be as specific and precise as possible, and provide contact information in case the FBI needs further information.
Criminal actions include but are not limited to:
Extortion
Embezzlement
Mail Fraud
Racketeering
Bank Fraud
Theft
Conspiracy
You do not need to know the category of crime. Just submit the information and the FBI will handle the categorization.
Criminals can come from the ranks of lawyers, politicians, managers, board members, insurance agents, gardeners - in fact all vendors to homeowner associations.
For example,AHRC has some evidence that one law firm was foreclosing on homes and selling them to a straw buyer - another lawyer.
Last year, the Santa Ana office of the FBI arrested Diane Fullerton, the former owner of the largest HOA management company in the country, Marquis Management - now bankrupt. She was charged with bank fraud . This was not related to homeowner associations.
As some seniors may be too sick and weak to undertake this task, homeowners could perform a vital public service by helping them to do this - e.g. obtaining bank records, court records etc.

Several homeowners have reported that had complaints to the California State Bar were ignored. Please send it to them again, get a complaint number and follow up. We have received some copies of these complaints in the past.
For those who live outside of California, send your information to the local FBI office and advise them of the program with the San Francisco FBI office.
