For years, Community Associations Institute (CAI), it's lobby arm California Legislative Action Community (CLAC), and Executive Council of Homeowners (ECHO) have told the California legislature that they represent the 6 million Californians who live in homeowner associations. This is not true.
These organizations represent the vendors who sell to homeowner associations - primarily lawyers, service managers, and maintenance companies - not homeowners.
These organizations have consistently lobbied for legislation that:
- lines their own pockets
- forces homeowners to finance lawsuits they manufacture
- conceals these lawsuits, legal fees and settlements from the owners
For example, the lawyers lobbied for - and got - a law that allowed money in special reserves , homeowners savings accounts for the capital replacements of their common areas and facilities, to be used for their own legal fees without the knowledge and consent of the owners.
The net result is that their actions have increasingly destroyed the integrity of the American home. |
