What are your thoughts on Vision I Homeowners Association board members vote to waive annual budget audit requirement?

When you have a chance would you review and comment on the following: The board of directors announced in a meeting last week that they were asking the homeowners in attendance to waive the $400,000 annual budget audit requirement for the fiscal years 2007 and 2008. There was not a majority of the homeowners present. The dates have long since past that require the association to produce the audited financial statements under Florida Statutes 720. They announced that they would only complete a "cash receipts and expenditure report". There are two questions: 1.) The first question is whether its too late to vote on changing the statutory requirements to audit the association financial records for 2007 and 2008 after the budget due dates have past.2.) The second question is whether a quorum of homeowners is required which is a majority of homeowners under our association governing documents before a majority vote of the homeowners present at the association meeting may vote on whether or not to reduce the standard of review. Florida Statute 720.303 (7) (d) If approved by a majority of the voting interests present at a properly called meeting of the association, an association may prepare or cause to be prepared: ....

I am contacting you because of a situation that has gone from bad to worse, concerning our homeowners association. Dozens of other homeowners and I have tried to get answers from the board but to no avail. We believe there is significant corruption going on amongst the board members. ..We are currently paying $220 per month in association fees, which is very high for a condominium. ..Because of the problems we are having in the community, our property values have dropped from $50-$60,000.00 to appraisal values of $10,000.00! The Department of Transportation has filed petition with the court for condemnation. The Board member that has 10+ properties in our community stands to gain, if the judge rules for condemnation, because of the amount of properties he owns...Please contact me at 770-262-6852 and I will gladly expand on our situation. I am a senior living in a Condo with a homeowners association. There was a fire in one of the other units in our building and I had to move out of my home. This owner was charged with arson then this was dropped by the defenders office. He has apparently emotional problems and refuses to let his Insurance Company or the Hemlock Street Condo Association into fixing this property. It has been 3 months and there is water and debris and the association is doing nothing by trying to relieve this. The association Insurance has accepted this, but has done nothing for the last month and many days. I am a senior with reverse mortgage...upcoming special assessment dues that will be outrages. I need some advise from others in this matter.

Process servers employed by Peters & Freedman have jumped walls, trespassed, banged on trash bins, and rang the homeowner's doorbell at 9.00 pm on a Sunday night. A writ filed with the Appellate Court states that they have falsely stated they have served papers on a person when they have left it outside without serving anyone. Peters and Freedman have charged inflated service fees of up to $1,000. claiming they made numerous attempts when they did not. Has anyone else had similar experiences with these lawyers? The process servers have also opened up and left papers inside the U. S. Postal mailbox of the homeowner.
