Summary: Jim Battin served as both a Representative and a Senator in the California Senate. He protected the industry (developer, realtors, lawyers) at the expense of homeowners. He and key district staff ignored the pleas for help from homeowners, especially the seniors being preyed on by developers and CAI lawyers. Numerous homeowner victims who provided him with extensive evidence of fraud and racketeering by homeowner association lawyers were told it was a "civil matter". When pressed for legislation Battin, Kimberley Glassman - Chief of Staff and Frank DeLima - District Director and a couple of key Sacramento aides responded with a campaign of lies to frame and discredit leaders helping the senior victims, and deflect critics.

SB 61 in 2005 Battin made a feeble attempt to placate critics by authoring a homeowner association secret ballot, election bill.

SB 1650 - 2006 Ken DeVore- Senate Fellow in Battin's office works and Mark Stivers - Senate Transportation & Housing Committee work together to clarify some provisions enacted in election bill SB 61.
