Summary
Per our phone conversation yesterday, this is to request that you forward Mr. Laird's bill, AB 2718 , to the Legislative Counsel's office in order to determine whether it will create another lien / foreclosure liability for homeowners.

We ask you to specifically examine Civil Code Section 1366.2. This section was added by AB 1025 (Torlakson) in 1997.

It allows homeowner associations to file statements with the county recorder's office in order to collect "transfer fees, and similar charges". The charges allowed by Mr. Laird's bill would come under the provisions of this section.
