Lobbyists for special interests like CAI, ECHO, CAR,CCS and AARP and the author's office participated in private "stakeholder" meetings. Brian Perkins - chief consultant for California Senate Insurance Committee and a staff member for Senator Jackie Speier - chair of theCalifornia Senate Insurance Committee (he has worked for Speier when she was Assemblymember as well) helped guide CCS with AB 2289 passage.
